Colombia Launches $40 Billion Investment Portfolio for Green Transition and Climate Adaptation

Colombia has announced a $40 billion investment portfolio aimed at accelerating its transition away from fossil fuels and bolstering climate change adaptation efforts. The substantial funding will support initiatives in eco-tourism, fair energy transition, and the conservation and restoration of ecosystems, as confirmed by a spokesperson from the Ministry of Environment.

Speaking in New York, Environment Minister Susana Muhamad highlighted the strategic direction of the investments, emphasizing the creation of a donor group to secure a significant financial package for the country. The plan, to be officially presented at an economic fair on October 2, is a key part of Colombia’s efforts to counteract declining fossil fuel revenues following the decision to halt new oil and gas exploration two years ago.

The investment will be directed toward sectors poised to replace oil revenue, including clean energy projects, electrification of transport, improved agricultural practices, and biodiversity conservation. Muhamad also noted that approximately $10 billion is expected to come from international financial institutions and developed countries, reflecting the potential for global collaboration in Colombia’s green transition.

As part of its commitment to environmental leadership, Colombia will host the COP16 United Nations biodiversity conference in Cali, reinforcing its role on the global stage. However, the launch of the investment portfolio comes amidst significant domestic challenges, such as economic stagnation with less than 1% GDP growth last year, ongoing wildfires, water shortages, and energy concerns.

Despite these hurdles, Colombia remains committed to its environmental goals. As one of 13 countries backing the Fossil Fuel Nonproliferation Treaty, Colombia continues to avoid new fossil fuel projects in a bid to contribute to global climate targets. Minister Muhamad remains optimistic about international cooperation bolstering Colombia’s ambitious climate strategy, describing it as a “huge task for our country.”icon
