In 2008, with rising oil prices and soaring utility bills, Uruguay faced a daunting energy crisis. President Tabaré Vázquez turned to physicist Ramón Méndez Galain for a solution. Rejecting nuclear power, Galain proposed a radical shift to renewable energy, particularly wind power. His plan, initially met with skepticism, led to his appointment as Uruguay’s energy secretary.

Under Galain’s leadership, Uruguay embarked on an ambitious journey to decarbonize its energy grid. Today, the country boasts one of the cleanest energy grids in the world, with 90% to 95% of its electricity coming from renewable sources, occasionally reaching as high as 98%. This dramatic shift involved the installation of 50 wind farms and enhancements to its hydropower infrastructure.

The biggest hurdle for Galain and his team was altering the prevailing narrative around renewable energy, which was marred by misconceptions about cost, reliability, and job loss. Today, Uruguay stands as an economic success story in South America, with the highest per capita GDP in the region. However, despite the success in renewable energy adoption, there are still complaints about high energy bills. This reflects a common misconception that renewable energy should be free, overlooking the costs associated with infrastructure and maintenance.

Uruguay’s experience offers valuable lessons in the global context, especially in light of the outcomes of the COP 28 climate conference in Dubai. The country’s transition to renewables demonstrates that moving away from fossil fuels is challenging but achievable with national commitment and clear goals.
